BOARD OF COMMISSIONERS SPECIAL CALLED MEETING
Monday, January 14, 2013 – 4:00 p.m.
Courthouse Annex, 79 Jackson Street, Zebulon, Georgia

This meeting was attended by all five commissioners, County Clerk Jo Ann Wrye, County Manager (CM) Mike Phillips, and County Attorneys Rob and Tom Morton. There were many people in attendance at the meeting as well. Approval/denial of the BOE Tax Levy Resolution adoption was the only item on today's agenda and it passed with a 5-0 vote. This was postponed in Wednesday's regular monthly Commission meeting in a 3-1 vote. Click here to read more about this topic from the past meeting. There was no discussion and Commissioner Carol Bass made the motion to adopt the resolution. This was signed and delivered to the BOE's attorney at the end of the meeting.

Two items were added to the agenda prior to the adoption of the agenda. Commissioner Tommy Powers said that he had a meeting on Friday with County Attorney Rob Morton, Planning and Zoning Director David Allen, CM Mike Phillips and George Buffington to discuss the amount of paint on the courthouse. Mr. Buffington said that he was not sure it was enough and wanted to ensure that the county had gotten its money's worth on this. He asked that some information be gathered for the night meeting about the cost of the paint and the amount of paint put on the courthouse. Motion to have this information gathered and brought to the night meeting so it can be discussed prior to the final payment on the contract. County Attorney Rob Morton is going to contact the architect and get his commentary on what was done and the specifications, etc. Motion was approved 5-0.

Commissioner Carol Bass said that CM Phillips agreed to come to Pike County and work six months with an evalution at the end of that time. She suggested that the BOC proceed with the evaluation process for the county manager since he will have been with the county for six months at the end of January and made a motion for this to go on the night meeting on in Executive Session. Clarification for Chairman Briar Johnson and Commissioner James Jenkins on whether they should participate because they have only worked with the county manager since January 1st. County Attorney Rob Morton said that they should participate too. Approved 5-0. This meeting lasted a whole six minutes from start to finish.

At the conclusion of the meeting, County Attorney Rob Morton advised those present as well as the press that the Board of Commissioners did not vote against the Tax Levy last week but voted to postpone the vote it because the some of the commissioners needed clarification about the Tax Levy numbers that were not provided in the Resolution which was given to Commissioners the day before the called meeting. "It was just a matter of slowing down the process to make sure they had good information and do further investigation," he said.
