REGULAR BOARD OF COMMISSIONERS MONTHLY MEETING
Wednesday, January 8, 2014 – 9:00 a.m.
Courthouse Annex, 79 Jackson Street, Zebulon, Georgia

This meeting was attended by all five commissioners, County Clerk Jo Ann Wrye to take the minutes, County Attorney Rob Morton, and County Manager (CM) John Hanson.

a. Monthly Reports submitted from County Departments and County Authorities, including a Revenue/Expenditure Statement for all departments, and a summary check register.

Commissioner Carol Bass noted that our ordinance states that any group in county who gets money through the Board of Commissioners must give a report to the Board of Commissioners. She said that the county is not getting these reports and asked that a memo be sent out to ensure that this happens.

c. County Manager Comments.

CM Hanson was asked about how tax money is coming in. He said that the county is about on target with collections.

There have been some issues with the cold in county buildings this week. There was some flooding in Magistrate Court after pipes burst yesterday. Hopefully the damage is minimum. There have been some problems in the Commission building as well but not like the Magistrate. [Note from the Editor: I looked at the damage where the pipe burst and was glad--as I know that those in Magistrate Court were--that the pipe did not burst while court was in session. They have moved everything out of that courtroom and are in the process of moving to the courthouse until everything is back in working order in Magistrate Court. Photo is on the Pictures page.]

Milner and Woodcreek Roads update: There is a beaver dam and water on both sides on Milner road and a culvert has been ordered on Wood Creek Road. CM Hanson advised that the county has asked for assistance from the state on this.

Update on Govdeals.com: one remaining item is listed, the camero. He advised that the county has listed $17,847.82 worth of items and made $16,509.29 to date. [Note from the Editor: I applaud the BOC for going in this direction and bringing money into the county through GovDeals.com.

The county has contractors checking a few things over at the Courthouse. A few things needed some attention on the first year warranty which is up in March. There was a wall that needed some point and a missing piece of glass over a door that no one had seen until lately. There has been no problems getting items addressed by the contractor.

There is a BOC planning session next week. He said that he is looking forward to it. This will be on Tuesday, the 14th in the BOC meeting room. 9 am until noon and then go from 1 p.m. until they are done. [Note from the Editor: I do plan to be there; however, I encourage members of the public to drop through whenever you get some time on that day and see how our county government works!]

d. Commissioner Reports.

Commissioner Tamra Jarrett (District 2) said that she would like to encourage those with vehicle reports to complete the information needed in the reports so they know who is using the vehicles.

Commissioner Tommy Powers (District 3) said that he has received several calls about roads but said that there is not a lot that they (Public Works Department) can do until the weather straightens up and work on them again.

Commissioner James Jenkins (District 4) said that Director of Public Works, Todd Goolsby said that Woodcreek Road should be completed in 2 weeks since the culvert has been ordered.

Chairman Briar Johnson said that he is looking forward to a productive year and wished the Board and the public a Happy New Year.

e. County Attorney Report to Commissioners.

Mr. Morton asked the commissioners on direction of specifics that they would like to hear from the attorney’s office in the planning session. Commissioners can email this. He also advised that Morton & Morton and CM Hanson have been discussing county ordinances. Carol Bass asked if they could put those up on the screen at the meeting and was told that they could do this.

8. UNFINISHED BUSINESS

a. Award bid for roof repair at the Sheriff’s Department.

The low bid was considerably lower than the highest bid when opened at the last meeting so Mark Whitley and Todd Goolsby met with the contractor along with CM Hanson to ensure that they knew what is expected. Summit Commercial Contractors, Hampton bid $13,300. References were very good. This will be a rubberized roof with a system that will pull the rain away from the center. Jarrett, Powers. Motion to accept. Discussion that local companies did bid but they were not the low bid and they were not within the 10% and they did not bid on the type of roof system that we wanted. 5-0.

9. NEW BUSINESS

a. PUBLIC HEARING: To get public input for REZ-13-05 – Moody Memorial Gardens, property owner, and Terrell A. Moody, applicant, are requesting a re-zoning of certain parcels, and portions of certain parcels, from C-2 (General Commercial) to A-R (Agricultural-Residential) for the purposes of expanding the existing cemetery behind the funeral home, by combining several lots and portions of other lots into a single cemetery lot. The combined subject property will have approximately 157 feet of frontage along the east side of U.S. Hwy. 19 and approximately 400 feet of frontage along the north side of McKinley Road. The combined property will be located in Land Lots 33 and 64 of the 2nd District of Pike County, Georgia. The combined property will consist of approximately 7.3 acres and is further identified as all of Tax Map Parcels #077 017B and #077 020, and portions of Tax Map Parcels #077 017, #077 018, #077 021, and #077 021A. The subject parcels to be re-zoned are Tax Map Parcels #077 017B, #077 020, and portions of #077 017 and #077 018.
ACTION: Approval / denial of rezoning request.

Director of Planning and Development David Allen said that he had originally had this for AR instead of C2. The Planning Commission suggested C2 instead for a public cemetery which would mesh better with our code of ordinance.

Terrell Moody spoke in favor. He said that he thinks this is something nice that we need and our community needs. No one spoke against it.

Discussion: Commissioner Powers made the motion to follow the recommendation of the Planning Commission with Bass 2nd for discussion. She had a question about the AR or C2. Clarification that it is C2. Approved 5-0.

b. Pike County Board of Commissioners to set the 2014 Qualifying fee for County Commissioner and Pike County School Board.

There is no information available on this. Mr. Morton asked that they postpone until the night meeting so they can have this information. Motion to postpone until the night meeting. Jarrett, Powers. 5-0.

10. PUBLIC COMMENT- (Limited to 5 minutes per person)

a. County Attorney requests consultation to discuss pending or potential litigation, settlement, claims, administrative proceedings, or other judicial actions brought or to be brought by or against the county or any officer or employee or in which the county or any officer or employee may be directly involved, as provided in O.C.G.A. §50-14-2(1), germane the Magistrate Court.
