REGULAR BOARD OF COMMISSIONERS MONTHLY MEETING
Wednesday, October 10, 2018 – 9:00 a.m.
Courthouse, Main Courtroom, 16001 Barnesville Street, Zebulon, Georgia

Monthly information from Animal Control, Coroner, Fire Department, Grady, Library, Magistrate Court, McIntosh Trail CSB, Planning & Development, Registrar, Superior - Juvenile Court, Tax Assessor, and the Water Authority are included as well.

It was a quorum of three today because of County commissioner training that was being attended by Commissioner Tommy Powers and James Jenkins. Chairman Briar Johnson and Commissioners Tim Guy and Tim Daniel were present along with County Attorneys Rob and Tom Morton (Rob Morton is acting as the Interim County Manager) and County Clerk Jo Ann Wrye to take the minutes.

a. Minutes of the September 25, 2018 Regular Monthly Meeting.

6. INVITED GUESTS

a. Employee recognition for years of service to Pike County.

Greg Hobbs was honored for working with the county for 5 years. Interim County Manager Rob Morton said that the county started to reorganize after Greg came to the county and he has worked with the County Attorney’s Office hand in hand. Rob and Tom Morton both praised Greg for his work. Greg said, I couldn’t have done it without the County Attorney’s Office. He added that this (Pike County) is a good place to work.

Kevin Cress was honored for 15 years of service to our county. He has done just about every aspect of the Sheriff’s Office and is now in the Courthouse. Thank you for service. Officer Rowan said that Kevin is a good person to work for. Interim CM Morton said that he knows that the Sheriff relies on you a lot and that if he were there today, he would tell Kevin how much he appreciates his service to Pike County.

b. Vanessa Wilkins from Promise Place is requesting a proclamation to be signed for Domestic Violence Awareness in October.

Vanessa Wilkins is the Director of Promise Place. She is present along with Jessica Smith who is the legal advocate for Promise Place. Vanessa thanked the board for allowing them to be there. Domestic violence is something that affects everyone in the community and said that Promise Place has been provided services for Pike County since 2007. She asked the Board to consider signing a proclamation for Domestic Violence Month. Chairman Johnson read the proclamation aloud and a motion and second were given to sign the proclamation. Motion passed 3-0.

Commissioner Tim Guy thanked them for the love and support shown to those who have been affected by domestic violence.

c. Charles Garrad, President of Pike County Retired Educators is requesting a proclamation to be signed for Retired Educators Day on November 4, 2018.

Gerard - Retired Educators Day. Each of you has probably had someone who helped you along life’s way. Thank you to the commissioners. Chairman Johnson read the proclamation aloud and a motion and second were given to sign the proclamation. Motion passed 3-0. Chairman Johnson said that these are a great group of people and he met with them and there was 412 years of educator’s experience with all of the people in the room. Commissioner Guy said thanked Coach Gerard for his support for the county and the love that he has for citizens and students in this county.

c. County Manager Comment

We have been spending the past couple of months with Planning and Development and Tax Assessors with GIS and mapping for the county as well as in house work with zoning. We have interviewed at least 4 entities for these services. We are asking you to enter a services agreement with Paragon for zoning and fire hydrant mapping. ISO has asked for another inspection so this will be a help with this. There is no monetary yearly upkeep on this. $3700 for zoning updates and $700 for fire hydrant map. Tim Daniel said that this is a significant savings and made a motion to approve. Approved 3-0.

Brandon Rogers is now gone in preparation for military leave. He will be gone serving our country for 12 to 18 months serving our county and protecting our freedom. We wish him well and are praying for his family. He was able to take some time before he went overseas.

d. Commissioner Reports

It was noted that Commissioners Powers and Jenkins are away at Commissioner training today. No reports from the remaining commissioners.

Tim Guy thanked Brandon Rogers for his service and everyone who showed love to Dylan Thomas and his family during this tragedy. We are one great big family and he is so glad to be from Pike County.

Chairman Johnson recognized State Republican Candidate Ken Pullin at the meeting. Carson Sandefur, a local high school student, was recognized as well.

e. County Attorney Report to Commissioners.

County Tom Morton said that he has been out of commission for the past several months due to medical reasons and thanked the commissioners for their prayers and contacts with him. He thanked Rob, his son, for working with a heavy load at the law firm as well as stepping up to be the county manager when asked. He complimented County Clerk Jo Ann Wrye on her minutes for the meetings.

8. UNFINISHED BUSINESS

a. Consider award of Painting Bid for courthouse.

Trim and Soffett - $38,500 There was $30,000 in Building and Grounds for this project. Brandon advised that there is savings in M&R in Brandon’s budget to cover the other $3,500. Tim Guy said that he thinks that this still considerably high and would like to give a little more time to rebid it and see if we can get a few bids. Motion to rebid. Discussion: Tim Daniel said that he agrees that he wants to rebid this because it seems like a lot of money. Rob Morton said that Brandon looked over this as well. Motion is approved. 3-0.

9. NEW BUSINESS

a. Consider one appointment to the Pike County Board of Health for a six-year term, set to expire 6-30- 2024. Applicant has met criteria.

Michael Powell is the applicant and is here at the meeting. Tim Daniel said that he thinks Michael is perfect for that board. Motion to approve. Approved 3-0.

b. Consider Tax Refund/Relief Application from Tommy Thompson in the amount of $3,290.20.

Mr. Hobbs said that this property burned in April so we are giving relief for the rest of the year after it burned, but they are paying the taxes from January 1 to the date of loss. Rob advised that we have done this for others as well. Motion to approve. Approved 3-0.

10. PUBLIC COMMENT - None

11. EXECUTIVE SESSION: 9:37 a.m.

a. Interim County Manager requests Executive Session for discussion or deliberation on the appointment, employment, compensation, hiring, disciplinary action or dismissal, or periodic evaluation or rating of a county officer or employee as provided in O.C.G.A. § 50-14-3(6) germane to the County Manager position.

b. Brandon Rogers is a department head who is on military leave. We have 3 full-time and 2 part-time in dept. 1 of the full-time employees has left and he was designated for landscaping. 1 of the part-time help has left too. Miller’s Pro Lawn will charge the county $2100 for landscaping work from March through October and $700 for the rest of the year unless with an extra $100 per month for extra cuttings around the courthouse iff they are needed. The total will be $20,000 per year. CM Morton advised that the county has looked at other options and this was the best one. Tim Daniel said that $20,000 is a considerable savings to the county. This is a reputable company and thinks that this is a good move. Motion to approve. Approved 3-0.
