PIKE COUNTY BOARD OF COMMISSIONERS SPECIAL CALLED MEETING
8:00 a.m. Thursday, December 23, 2021
Courthouse, Main Courtroom, 16001 Barnesville Street, Zebulon, Georgia

The Pike County Board of Commissioners held a Special Called Meeting on Thursday, December 23, 2021 at 8:00 a.m. in the Courthouse, Main Courtroom, at 16001 Barnesville Street, Zebulon. Chairman Briar Johnson convened the meeting and Commissioners Tim Daniel, Tim Guy, Jason Proctor and James Jenkins attended. County Manager Brandon Rogers, County Attorney Rob Morton and County Clerk Angela Blount were also present. (O.C.G.A. § 50-14-1(e) (2)).

4. APPROVAL OF THE AGENDA - (O.C.G A. 50-14-1 (e) (1))

County Manager Brandon Rogers requested the agenda to be amended to add under New Business Item B: Discussion of the Bicentennial kickoff event, Item C: Year End Budget Amendments. County Attorney Rob Morton requested the agenda to be amended to add under New Business Item: D: Certiorari Bond and Certificate of Costs Documents. Motion/second by Commissioners Proctor/Daniel to approve the amended agenda, motion carried 5-0.

5. NEW BUSINESS

a. Approve/Deny Pike County Redistricting Map.

County Manager Brandon Rogers stated this is the same Redistricting Map of the county that has been presented in prior meetings, no changes have been made to the map, it was never officially adopted and needs to be adopted by the Board.

Motion/second by Commissioners Daniel/Guy to adopt the new Redistricting Map, motion carried 5-0.

b. Discussion of the Bicentennial Committee kickoff.

County Manager Brandon Rogers stated the Bicentennial Committee would like to do a kickoff event in January. A proclamation has been prepared by Stephen Brentlinger, Chairman of the Bicentennial Committee. The proclamation does not have a date for the kickoff, the Bicentennial Committee asked for a date of January 8, 2022, which is a Saturday and there has been discussion about having the kickoff at the next Board of Commissioners meeting on January 12, 2022. Commissioner Jenkins suggested having it at the Board of Commissioners meeting on January 12, 2022. Commissioners all agreed and gave their consensus to have it on January 12, 2022.

c. Approve/Deny Year-end Budget Amendments for Fiscal Year 2021.

County Manager Brandon Rogers stated the Auditors provided information on the year-end budget amendments for fiscal year 2021. The budget amendments need to be completed by the end of December 2021.

The amendments include:
• Board of Equalization went over their budget by $125, amendment from $2,373 to $2,498.
• Building and Grounds amendment from $300,242 to $348,065, CARES upgrades.
• Fire Department amendment from $223,820 to $252,356, CARES funds.
