REGULAR BOARD OF COMMISSIONERS MONTHLY MEETING - AGENDA
Tuesday, March 27, 2012 – 6:30 p.m.

There were very few people at the meeting tonight. All five Commissioners were present along with County Clerk Teresa Watson to take the minutes, County Manager (CM) Bill Sawyer, and County Attorney Rob Morton. A motion was made to add Robert Hiett and Lanier Boatwright from Three Rivers Regional Commission as Invited Guests.

Minutes of: Regular Monthly Meeting of March 14, 2012.

5. INVITED GUESTS

Lanier Boatwright and Robert Hiett of the Three Rivers Regional Commission made a presentation to the Board of Commissioners about a possible resolution of support for a Multi-County Broadband Feasibility Study. This would be a One Georgia Grant that pay for 80% of the study with a 20% match from the county. They estimated that the cost of the study would be $5,000 to $10,000 from Pike County and other county that decided to join with this project. It would only be for a study of what we have and what we will need at a future date if a company comes in here and wants to expand or the county wants to put in broadband like an infrastructure project such as water or sewer. Commissioner Colllins said that this would not be locking the county into a future expenditure but thought that it would be a good expenditure for the future. Robert Hiett explained how this could be a benefit to companies who might want to come to Pike County and it could enhance feeds to places that are already served like residents, schools, and businesses. Chairman Mangham asked what funding would be available for this after the study and was advised that some have gotten federal funds to help expand broadband. There was discussion about shovel-ready projects and stimulus money. CM Sawyer advised that ACCG has advised that counties cannot provide broadband service and that there is legislation currently going through the Georgia Assembly in reference to this. He said that he found a hard time to justify the money that would be spent on this. Motion to move forward on this resolution. It failed with a 2-3 vote. Commissioners Tamra Jarrett and Don Collins voted in favor and Commissioners Carol Bass, Tommy Powers, and Chairman Doug Mangham voted against it.

[Note from the Editor: Keep in mind that this would be money spent for a study to figure out where broadband is needed in the county and not actually getting broadband brought into the county.]

Update 4.10.12:

c. County Manager Comments: Courthouse Update - The transformer was hooked up on Monday. Footing will be done between now and the middle of next week. He said that we are within two days of being on schedule despite the rain. * Gave an update on HB 386 which could impact local revenues. He has some concerns about this bill and said that Tax Commissioner Donna Wynn has expressed some concerns as well. CM Sawyer and Commissioner Carol Bass will be attending a webinar tomorrow that will talk about this bill.

c. PUBLIC HEARING: Receive public input on final action regarding Resolution to Consider the Abandonment of an Unused Portion of Reeves Road. County Manager Sawyer will address. Action: Approval/denial of Resolution to Abandon an Unused Portion of Reeves Road.

d. PUBLIC HEARING: Receive public input on Plat Review and Quit Claim/Right-of-Way Deeds for Flanders Farms & Timber, LLC. Action: Approval/denial of Plat Review and Quit Claim/Right-of-Way Deeds for Flanders Farms & Timber, LLC. County Manager and County Attorney will address.

e. Approval/denial of request of Zebulon Downtown Development Authority for use of the Courthouse grounds (south) on Saturday, May 5, 2012 for the bi-annual Sales on the Square until 3:00 p.m.

f. Approval/denial of request of Zebulon Downtown Development Authority for use of the Courthouse grounds (south) on Saturday, April 14, 2012 for the annual Pimiento Festival until 4:00 p.m.

10. EXECUTIVE SESSION

a. County Manager requests consultation with the county attorney, or other legal counsel, to discuss pending or potential litigation, settlement, claims, administrative proceedings, or other judicial actions brought or to be brought by or against the county or any officer or employee or in which the county or any officer or employee may be directly involved, as provided in O.C.G.A. §50-14-2(1), germane to Magistrate.
