BOARD OF COMMISSIONERS SPECIAL CALLED MEETING
Monday, April 15, 2013 – 5:00 p.m.
Courthouse Annex, 79 Jackson Street, Zebulon, Georgia

This meeting was attended by all 5 commissioners, County Clerk Jo Ann Wrye, and County Attorney/Interim County Manager Rob Morton.

1. CALL TO ORDER .........................................................................................Chairman Briar Johnson

3. APPROVAL OF THE AGENDA - (O.C.G A. 50-14-1 (e) (1))

Commissioner Bass talked about Item 4b with the aproval/denial of the automated phone system. She said that she has been irritated by calling and not able to get someone on the phone in person but said that she realizes that the county is short-staffed again. She asked to pull this item for right now and said that it could be discussed again at a later point if needed. She asked that the Interim County Manager work with staff to make improvement on this.

Interim CM Rob Morton asked that Item 4c be moved to Executive Session.

Motion to approve as amended. 5-0.

4. NEW BUSINESS

a. Discuss possible Special Call Meeting for insurance purposes.

Mr. Morton said that Matt Bidwell is waiting on the county to make a decision on a benefits package. Commissioners have a copy of this information for review. Notice is due to employees by law on May 1st. Waiting until the regular called meeting on April 30th may be too late to get information out to employees in a timely manner unless a generic letter went out. Staff recommended calling a Special Called Meeting with an invitation to our insurance representative Matt Bidwell in case he needs to answer any questions. Motion to have a Special Called Meeting on Thursday, April 25, 2013 at 6 p.m. 5-0.

b. Discuss and approve/deny removal of automated phone system. - Removed

c. Discuss ad for County Manager. - Moved to Executive Session.

5. EXECUTIVE SESSION:

County Commissioners requests adjournment to Executive Session for: Discussion or deliberation on the appointment, employment, compensation, hiring, disciplinary action or dismissal, or periodic evaluation or rating of a public officer or employee or interviewing applicants for the position of the executive head of an agency

Commissioners went to Executive Session at 5:09 p.m. Back into session at 6:17 p.m.

Interim County Manager asked commissioners to entertain a motion to authorize an advertisement to ACCG, the legal organ, and any other applicable organizations to get word out and to run the application through May 31, 2013. Motion was made and approved 5-0. Motion to adjourn at 6:18 p.m.
