REGULAR BOARD OF COMMISSIONERS MONTHLY MEETING
Tuesday, May 2, 2023 at 1 p.m.

Present: Commissioners Tim Guy, Jason Proctor, and James Jenkins, Chairman Briar Johnson, County Clerk Angela Blount, County Attorney Rob Morton, and County Manager Brandon Rogers. Commissioner Timmy Daniel was not in attendance.

4. APPROVAL OF THE AGENDA - (O.C.G A. 50-14-1 (e) (1))

Motion to approve the agenda. Approved 4-0.

5. NEW BUSINESS

a. Approve/Deny First Reading of the FY 2023-2024 Budget.

CM Rogers addressed commissioners.

Couple of changes. Completely balanced budget but anticipates some changes because questions on insurance.

Met with the Rec Department so have good numbers.

Transfer station included.

Said that he understood that the Board does not want to seek any increase so no COLA’s in the current budget. The cost of living raise was a 4% raise that has been removed from the budget for everyone.

He said that he would like them to consider employees paying 2% into retirement rather than 0% currently. 2% is included in the current budget for this year though so they won’t see a reduction in their paychecks. There is a $600,000 debt being paid for retirement.

Animal control questions. Meetings next week with citizens. Anticipated a change for this depending on commissioners.

Increase in taxes of $860,000 if there are no changes in the digest. Anticipates some changes, but exact number is unknown. Increased last year $400,000. We are about $460,000 short for this year. Going to have to either raise the millage rate or need to cut $460,000.

James Jenkins. Where is the grant money to cover the Ag Business? In the 03 Dept. $530,000 in the revenues.

It may be another 3 weeks before we have numbers from insurance, but it will be before we go to the final hearing.

Motion to approve the 1st reading of the budget. Approved 4-0.

Motion to adjourn. 1:13 p.m.
