BOARD OF COMMISSIONERS SPECIAL CALLED MEETING
Thursday, May 23, 2013 – 1:00 p.m.
Courthouse Annex, 79 Jackson Street, Zebulon, Georgia

3. APPROVAL OF THE AGENDA - (O.C.G A. 50-14-1 (e) (1))
4. EXECUTIVE SESSION
5. Interim County Manager requests Executive Session to discuss pending or potential litigation, settlement, claims, administrative proceedings, or other judicial actions brought or to be brought by or against the county or any officer or employee or in which the county or any officer or employee may be directly involved as provided in O.C.G.A. § 50-14-2(1); germane to the Magistrate Court.
6. ADJOURNMENT

Update 5.22.13: The 1st reading of the budget was originally scheduled for this day, but it has been moved to the night meeting on May 28th. The 2nd reading is currently scheduled for June 4th at 1:00 p.m. and the 3rd reading and final adoption on June 12th at 5:00 p.m. Look for additions and changes on Pike County Times.com!

This meeting was attended by all commissioners except Chairman Briar Johnson, County Clerk Jo Anne Wrye to take the minutes, and County Attorney/Interim County Manager Rob Morton. Vice Chairman Tommy Powers ran the meeting. Commissioners went into Executive Session at 1:03, came out at 1:37 and adjourned at 1:41 p.m. Interim County Manager, Rob Morton, requested the Board to entertain a motion to approve payment of the attorney’s fees for Judge Callaway-Ingram in the amount $95,000.00 with the understanding the insurance carrier for the county will pay half of that amount. Mr. Morton said that this amount is is based on the court order from August 2012 and affirmed by the recent Supreme Court Order.

There was also discussion that the 1st Budget Hearing will be on Tuesday night, but that Mr. Morton does not expect there to be lengthy conversation at this meeting because they commissioners will not have it for a long enough period before the meeting to study it at length. He will present revisions and supporting documents at this meeting and then they will have time to review it at length prior to the 2nd Budget Hearing. He said that they can even defer the first reading if they would like. He advised that tax millage documents went out to property owners in the county on May 10th and there is a 45 day window on those and the state will not advise our final numbers until the last day of June. He also advised that the county is still waiting on some proposals from vendors and the phone company as the county is trying to eliminate some of the costs. [NOte from the Editor: It is noted that the county is not working diligently on the budget and is not dragging its feet!]

The check for back pay through December 31, 2012 has also been cut to Magistrate Judge Marcia Callaway-Ingram. The gross amount was for $36,654.85 with a net amount after taxes of $29,769.21.
