ZEBULON - Attending were Chief Appraiser Greg Hobbs and Members Kristen Cudnofhusky, Tim Ingram, Gary Hammock, and Lyn Smith. Also attending County Manager (CM) Brandon Rogers, County Clerk Angela Blount, County Attorney Rob Morton, and Becky Watts from Pike County Times.
I. Call to Order 11:11 a.m.
II. Approval of the Agenda
Motion to approve. Approved 4-0.
a. Election of a Chairman.
Motion to appoint Kristen Cudnofhusky as Chairman. Second by Tim Ingram. Discussion. Gary Hammock objected because she is not certified. Rob Morton was asked to look this up according to their bylaws. OCGA 48-5-98. First order of business. One appraiser as secretary for the tax year. Does not give a qualification for election of chairman but does say that everyone has to get a certification within 180 days. There is no specification that someone has to be certified before becoming the chairman. Approved 3-1 with Gary Hammock opposed.
b. Election of a Vice Chairman
Motion to elect Lyn Smith by Tim Ingram. Second by Kristen Cudnofhusky. Approved 3-0-1 with Gary Hammock abstaining.
c. Election of Board Secretary.
Emily Morris is the current secretary. Motion by Smith with Ingram for the second. Approved 4-0.

CM Brandon Rogers. Chairman Johnson was going to be here today and apologized because he couldn’t be here. Questions about homestead exemptions coming to the Commissioner's Office.
I apologized for asking the reason for Gary Hammock's abstention earlier in the morning and explained that I asked because that was asked of Kristen Cudnohufsky each time that she abstained in the prior meetings. I said that I wouldn't speak in the rest of the meeting. [Note from the Editor: I apologized because the public is not supposed to speak in these meetings except in the public comment.]

Conservations and homesteads are walking in the door at the office. We need to get some more people in the office to handle this through cross-training.

a. Approval/Denial of 2023 Appeal with Fair Market Value Revision for Lyn and Linda Smith. Staff recommends approval.
Motion to approve. Approved 2-0-2. Kristen abstained lack of knowledge. Lyn abstained because this pertains to his property. Rob Morton advised that this is the second time for the second time that it has been continued. There is a time limitation on this.
b. Approval/Denial of 2023 Appeal with Fair Market Value Revisions. Staff recommends approval.
Motion to approve. Greg Hobbs. Need to get these sent out. These people are waiting on their bills. Approved 4-0.
