ZEBULON - Board members Gary Hammock, Lyn Smith, and Tim Ingram were in attendance as well as Chief Appraiser Greg Hobbs. County Attorney Rob Morton could not attend. Becky Watts from Pike County Times was in attendance as well as two from the County Commission office.
I. Call to order. 11:35 a.m.
a. Hammock made a motion for Hobbs to be the secretary for their board. Approved 3-0. [Note from the Editor: This is addressed in a public comment at the end of the meeting.]

67 appeals remain. Thanked the Appraisal staff for their hard work and dedication.
The Performance Review by the Department of Revenue (DOR) is set to begin on March 11 and will run through March 15. The Appraisal Staff, the Board of Assessors, the Tax Commissioner, and the County Commissioners will all be interviewed. The Commissioners Meeting Room will be ground zero with interviews being conducted at that location by a DOR employee and two appraisers. They will have a secretary and support staff. They will also be using the EMA facility for their support staff as well.
The budget hearing for the Board of Assessors is set for March 18 at 1 p.m.
I will be out of town on March 4-6 and not available at the next scheduled meeting.

1. Approval/Denial of CUVA and FLAP values from the Department of Revenue-Staff recommends approval.
Motion to approve. Approved 3-0.
2. Letter from County Attorney Rob Morton. Motion to approve the letter to the Department of Revenue. Approved 3-0.
3. Approval/Denial letter from Christ Chapel.
Motion to send Christ Chapel's letter to the BOC. The property was in their name on January 1. They have been keeping it up. They have purchased it and will be asking if they can be exempt from the taxes. This board doesn't make that decision. Approved 3-0.
4. Approval/Denial end Conservation on Wilson property per family request.
Is she going to be charged? She is over 65, and it is over 13 years in CUVA. If she passed away, that ended the CUVA. The heirs were told not to sell it until the CUVA was officially ended. Motion to postpone to confirm that it hasn't been sold yet. Approved 3-0.
5. Approval/Denial adding homestead exemption back for 2023 on Bullington.
Adding the homestead exemption back for 2023 because it was removed in error. Motion to add back. Approved 3-0.
6. Approval/Denial removing house on wrong parcel after split.
This was a duplicate. Motion to approve. Approved 3-0.
7. Approval/Denial removal of mobile home demolished on Garrett.
Motion to approve. Approved 3-0.
8. Approval/Denial removal mobile home burned down on JHB Holdings.
Motion to approve. Approved 3-0.
9. Approval/Denial of letter from White to send to the Board of Commissioners.
He was being charged for an apartment over his garage, and there is nothing over his garage. Going to recalculate the value so the commissioners can refund this. Motion to approve. Approved 3-0.
10. Approval/Denial of 15 BOE appeals.
Clarified 14 with the exception of Smith. Motion to send 14 to the Board of Equalization. Approved 3-0.

XI. Public comment.
Becky Watts. I asked what the Board was going to do about the next meeting since Hobbs had said that he couldn’t attend that day. Motion to change it to Thursday, March 7 at 11:30 a.m. Approved 3-0.
Suggested that Hobbs get someone from his office to do the minutes for the meeting since he is running the meeting, and it is too much for him to be running the meeting and doing the minutes too. And with the time changing back to 11:30 a.m. from 4:30 p.m. there shouldn’t be a problem with a person from the office doing the minutes.
Made a request that the information regarding the review by the Department of Revenue go out by email to everyone who is involved in this. That way they have it on paper. Communication is important.
XII. Board Member Report
Tim Ingram. Confirmed that March 18 at 1 p.m. is the date for the Tax Assessor's Office to have presentation to the Board of Commissioners for the upcoming budget. This is going to be at the Board of Commissioners Office. [Note from the Editor: I will packing a lunch and spending the day there. The public is invited to attend.]
