Tax Assessor Meeting - June 18, 2024

ZEBULON - The Board of Tax Assessors held a regular scheduled meeting on June 18, 2024 at 11 a.m. Present were Chief Appraiser Greg Hobbs, Appraiser Emily Morris, and Board Members Chairman Lyn Smith, Vice Chairman Gary Hammock, Tim Ingram, and Christopher Tea. Pike County Times Editor was the only audience at the meeting. Attorney Rob Morton and member Parrish Swift were not able to attend the meeting.

Call to Order.

Approval of the agenda. Approved 4-0.

Invocation

Pledge of Allegiance

Approval of the June 4, 2024 minutes. Approved 4-0.

Public Comment

I said that I had called about the Tax Assessor Review by the Department of Revenue and been told that there was no deadline on the county receiving it. I was also advised that the review group sent it to the Revenue Commissioner’s Office, and it will be sent to the county when we are done with it.

2023 15 active appeals
52 appeals been given a 30 day notice

35 appeals

20 appeals been given a 30 day notice

Glitches in the WinGap system. 1 homestead in 2022. Got new homestead in 2023. 16 went back to 2022. The problem is that people are not looking at the elderly exemption, and it will be too late to appeal when they get their tax bills. The deadline is July 15. How are appeals this year compared to last year? 400 OR 500 last year compared to 35 this year.

Members Tea and Swift are enrolled in July classes.

Hobbs checked on when personal property paperwork was sent out to business owners. He said that Harris Business Services was given the information on March 11, and they sent it out for us. He pointed out that anyone can ask for a personal property form ahead of time if they want too. [Note from the Editor: Since this went out, inventory sheets can be turned in late with no penalty.]

Old Business: None

New Business

a. Tax refund/relief application. Staff recommends approval.

This needs to be sent to the Commissioners to correct the square footage. They came to us and we corrected this for 2024, but they are eligible for relief for the past 32 years. Motion to approve. Approved 4-0.

b. Approval/Denial 16 corrections of homestead for 2024.

Paperwork was available for members to review. These are the 16 that went back to 2022 and have to be approved before they can be sent out to the homeowners. Motion to approve. Approved 4-0.

Real Property

a. Approval/Denial of 2023 Appeals with 5 Fair Market Value Revisions (FMV)

Paperwork was available here too. Answered a question. Motion for approval. Approved 4 FMV revisions.

b. 2024 same as above.

Paperwork was available here too. Property owners caught these mistakes, and the mistakes have been corrected. Motion to approve. Approved 4-0.

c. Approval/Denial of 2023 Waivers with FMV Revisions: None.

d. Approval/Denial CUVA

He owns the property that touches this property. He is using his to piggyback off of the other CUVA. They will run out at the same time and then be renewed together. Motion to approve. Approved 4-0.

e. Approval/Denial homestead 1 S5 (disabled veteran under 65)

Motion to approve. Approved 4-0.

f. Approval/Denial homestead 1 S1 (regular homestead)

Back in 2021, the owner purchased the property. 2022 asked for homestead exemption. The house wasn’t put on there as it should have been. It’s only right to apply for 2022, 2023, and 2024 because he asked for it. This was my fault, Hobbs said. Motion to approve. Approved 4-0.

2. Personal Property

Car Appeals

a. Kibbin. 2013 F-150 XLT.

4 wheel drive extended cab not crew cab. 206,000 miles. Has some wear on the inside. $6,000 purchase. Paid $12,314 for the tag. NADA $10,518 average price. Motion to go with $10,518. Approved 4-0.

b. Starks.

Paid $1,000 for it. State $9,000 for the tag. NADA $8450. Motion to go with $8,450. Approved 4-0.

11. Public Comment.

None.

12. Board Member Report

Tim Ingram. What happened to our pay from the last meeting? Discussion that it was taken down to the County Commission office. (Get $50 per meeting.) Hobbs is going to check on this.

13. Attorney Report

None.
