Tax Assessors Meeting - August 5, 2024

ZEBULON - The Pike County Board of Assessors met at the EMA Building at 11 a.m. on Thursday, August 5, 2024. Members present were Christopher Tea, Parrish Swift, Gary Hammock, and Tim Ingram. Chief Appraiser Greg Hobbs, Appraiser Emily Morris, and Becky Watts from Pike County Times.

1. Call to Order - 11:00 a.m.

2. Approval of the Agenda

Motion to approve the agenda. Approved 5-0.

3. Invocation

4. Pledge of Allegiance

Approval of the July 2 and 16 Minutes.

Motion to approve. Approved 5-0.

6. Public Comment.

None.

7. Invited Guest.

Mr. Adams will be at the 17th meeting. Property on Adams Road. There was a pie shaped piece of property with his home. He wants to combine everything for tax purposes, and it should have been combined when he put it in covenant. Been going on for 1 ½ years. The pie piece isn’t showing in his name.

8. Chief Appraiser Report, Distribution of Updated Budget/Discussion

312 days left to submit the digest until July 15, 2025.

RFP has been sent out. Bids are due by Sept 20, 2024.

Exempt properties. 71 properties have been inspected since the last meeting.

Manufactured home digest being examined now.

Policy and Procedure Manual is in the process. Looking at how to do minutes. Included some minutes from another county. Hobbs has been doing minutes verbatim. That’s too much. Theirs have a summary rather than verbatim. Discussion on how to keep the audio. Wants to keep the audio forever so if there is litigation, etc. the audio will be available if needed.

Job descriptions are written thanks to Danyeal Smith.

Board of Equalization will meet on September 9 and 10. 25 scheduled hearings. After discussions with 2, asking to roll back for 2023, 24, and 25.

Suggest cancelling the 1st meeting in November because of training.

Expenditures.

Swift asked about contract services on the budget. Consent order reevaluations. Question about $6500 for performance evaluation. What is this expenditure from? Hobbs will have that at the next meeting.

Qpublic and GIS mapping is on there for contract services too.

Morton read from the law with a minimum with those present, a summary of the minutes, and who made the motions, etc.

9. Old Business

a. CUVA for 063-053 A (O’Hara)

This was postponed from the last meeting.11.77 acres. Take out 2 for the house. We denied it because we didn’t have the extra information. Discussion: The BOA can accept further documentation. How does the law deal with 12 acres versus under 10? You have to have 10 qualify. The covenant is what matters. Additional documentation is now required for anything under 10 acres. And if there is a house on it, 2 acres is out of the covenant according to state law. If it is a new or renewal after 2012. Farmers have a profit or loss statement. Motion to approve this based on the documentation provided for poultry. Approved 5-0.

Discussion/Clarification: There are special provisions for less than 10 acres. There has never been a prohibition on less than 10 acres.

b. Car appeal- Krug 2018 Chev Silverado

Paid $12,000. Average price is $23,000. Motion to remain at what the state says at $23,000. Approved 5-0.

10. New Business

a. Approval/Denial 111 corrections for Homesteads from L4-L7-Staff recommends approval.

111 had it for 2023 that did not transfer to 2024. We don’t know why it didn’t transfer, but we’re fixing the problem. Motion to approve. Approved 5-0.

b. Board consideration send to Board of Equalization-Starks-2011 Honda CRV

FMV is $9,000. He paid $1,000. He wants it to be $1,000. Motion to send it to the BOE. Approved 5-0.

c. Board consideration send to Board of Equalization-4 real properties

Hall, Hilley, Lawrence, and Sexton. For 2024. Motion to approve. Approved 5-0.

2. Real Property

a. Approval/Denial of 2023 Appeal(s) with Fair Market Value Revision (s) approval(s)-Staff recommends approval(s). None.

b. Approval/Denial of 2024 Appeal(s) 2 with Fair Market Value Revision (s) approval(s)-Staff recommends approval(s)

Dick and Perry. Motion to approve. Approved 5-0.

c. Approval/Denial of 2023 Waiver(s) with Fair Market Value Revision(s)-Staff recommends approval(s). None.

d. Approval/Denial of 2024 Waiver(s) 6 with Fair Market Value Revision(s)- Staff recommends approval(s).

Motion to approve. Approved 5-0.

e. Approval/Denial CUVA 088-011 J (Garcia)-Staff recommends approval.

Motion to approve. Approved 5-0.

f. Approval/Denial CUVA 071-25 (Dukes)-Staff recommends broad consideration.

Lives at Dukes and Dunn. He wanted 3 acres in covenant, but the house was on there on January 1 even though the house was removed in March 22, 2024. The 3 acres will be attached to the 11 adjoining acres at some point if this is allowed.

Swift. Don’t want to set a precedent. More questions asked. Morton. Applications for CUVA are due on April 1. Hobbs. The house is there on January 1. Swift. We need to follow our policy. Tea. Does it say residence or home. Morton. This board has discretion if the house is not livable. Needs to be uniform across the board, but every case is unique. More discussion. Termites were in the home, and that was the reason for the demolition. Morton. Exclusion says “residence.”

Motion to approve. Approved 5-0.

g. Approval/Denial CUVA 029-008 (Prater)-Staff recommends approval.

Son putting acreage back into CUVA after father passed. Motion to approve. Approved 5-0.

h. Approval/Denial CUVA 080-004 F (Turner)-Staff recommends approval

Motion to approve. Approved 5-0.

2. Personal Property
Car appeals:

a. Meeks- 2011 Ford Fusion SE

a. Gordy 2011 Chevy Tahoe

Paid $1000. Average price $9600. State FMV $10,275. The transmission needed replacing. Motion to go with $10,275. Discussion. We can evaluate at the day of because of the bad transmission, but we need to ask for documentation for transmission. Motion to postpone. 5-0.

b. Roberts 2017 Lincoln MKZ

Paid $5,500. State $13,575. $16,885. Car is in bad shape on the inside. Motion to leave at $13,575. Approved 5-0.

Executive session. 11:57 a.m.

Back in session. 12:23 p.m.

Motion for Dusty Williams’ pay to go to $20.72 based on discussion in Executive Session. Approved 5-0. [Note from the Editor: His pay rate has been corrected from an issue in the past.]

Board Member Comments.

Lyn Smith. Not be here on the 17th. Everyone else will be here on September 17.

Tim Ingram. Done some digging. Found out where they are parking those trucks on Hwy 19 by Gresham Road belongs to a lady from Conyers. It is in CUVA. Hobbs. We’ll check on it.

Another property with a place of business on AR above Pike Plaza. Mastercare Equipment. This is Planning and Zoning and not us. We are not the enforcement arm on this.

He went to pay on his bill and was charged interest with his bill. He didn’t get the bill until August 23. It was mailed out in May, but he didn’t get it. This isn’t right. Hobbs. That is because of the Post Office. Morton. Everyone is aware of the issues with the Post Office. The interest accrues from the due date. It can be waived if information is presented, but there are rules to be followed. You can request a waiver, but the Tax Commissioner's Office isn’t responsible for this problem.

Discussion on minutes. This will take a tremendous burden on our office.
