Development Authority Meeting - 10.2.24

ZEBULON - The Development Authority met on October 2, 2024 at 8 a.m. at the Pike County Chamber of Commerce. Present were: Chairman of the Board of Commissioners Briar Johnson, Dee McLeRoy, David Nix, Bryan Oglesby, Kel Brannon, John Edwards, Sonny Gwyn, Mayor of Zebulon Joe Walter, and Director Kyle Fletcher. Also present were Mark Whitley and his associate Christopher Mallory, and Citizen Tim Ingram, and Becky Watts, Editor of Pike County Times.

1. Call to Order - Kel Brannon, Chairman

Meeting called to order.

2. Approval of the Agenda

Motion to approve the agenda. Approved.

Motion to approve the minutes. Approved.

6. Old Business
Pike Business Park tree removal, clearing and dirt fill on vacant lots discussion

Met with Jim McNair and Mark Whitley last week to discuss the AAG property. Plans designed for 70,000 or 80,000 yards of dirt on that lot in the Zebulon Business Park. Looking at the other lots and possibly buying and using some of that dirt in other areas that are needed so this can be pad ready for a new business.

How to proceed with getting the lots cleared. Permits, etc. Trees have to go first. Discussion: Sonny made a suggestion on a manager on clearing. Gary Hill has a relationship with the IDA because he has done this before. Erosion control and sedimentation plan needs to be done. Coordination on trees is the big thing. Going to get the money spent on the clearing, etc. when the lots are sold. Permits are required for the trees, clearing permits, erosion control, grading, etc.

Discussion on how to pull together the plans and permits including clearing, grubbing, and grading which includes the City and the State for erosion control. Suggestion to give Director Kyle Fletcher the authority to do the permitting process on this on their behalf.

Motion to proceed with the engineering (allow Mark Whitley to do this) and give Kyle Fletcher the authority to find someone to cut the trees (Gary Hill).

Discussion: Sonny. Let’s coordinate all of the lots as we are working on this.

7. New Business
Audit Review/Vote

Did Stewart (Esary) have any issues with this? No. Motion to table this until Stewart can be here at the November meeting.

Additional Comments.

Shane Williamson’s family was greatly impacted by the hurricane. He’s been down there helping them all week.
